Administrative Law

I was General Counsel of the Vermont Agency of Education from 2006 to 2013.  I prosecuted educator licensing cases, and served as hearing officer in a broad range of administrative proceedings, including residency appeals, tuition disputes, and special education audits.  I contracted with, and oversaw, hearing officers and mediators in special education, licensing and home study cases.  I served on the Interagency Committee on Administrative Rules (ICAR).  I am a trainer of hearing officers who conduct hearings under the Administrative Procedure Act, and I am intimately familiar with the Rules of Civil Procedure, and the Rules of Evidence.  I provide representation at hearings before state and federal agencies, and I am also available to assist parties in administrative hearings to effectively represent themselves.
